Captain SONG Jiahui

APRC Chairman

Jiahui is currently the Chief Safety Superintendent for the Ministry of Transport, China, and Director General of the China Diving and Salvage Association. Prior to this he was Director-General of China Rescue and Salvage. In a maritime career of more than 30 years, Jiahui has served at sea with COSCO (including as Master of China's first tanker of more than 300,000 dwt) and with China's Harbour Superintendence and Maritime Safety Administrations. Since 2003 he has guided a sweeping reform of China's maritime rescue and salvage sector.

Mr Michael VLASTO

Vice Chairman

Michael is well known as the IMRF's Chairman of Trustees. He retired as the Operations Director of the RNLI in July 2013 after 39 years of service. Michael, who is a Master Mariner, was mainly responsible for changing the RNLI from being a traditional lifeboat service to a world class lifesaving service following the introduction of beach lifeguards, flood rescue operations and prevention and education programmes to reduce the increasing number of incidents being dealt with. He was first elected Chairman of the IMRF Trustees in 2007.

Mr WANG Zhengliang

Director General for China Rescue and Salvage

Mr Wang Zhengliang, senior engineer, born in August 1960 in Shangdong Province, is now the Director General of China Rescue and Salvage Bureau (CRS) of Ministry of Transport. From 1995 to 2000, he worked as the Deputy Director of Yantai Salvage of CRS. In 2000, he was promoted to be the Deputy Director General of CRS, and held that position until 2009, when he moved to work in Guangzhou Salvage of CRS as its Party Secretary and Deputy Director. There he worked for another three years until 2012, when he moved back to Beijing to work as the Director General of CRS.

Mr LU Dingliang

Director General Shanghai Maritime Safety Administration

Mr Lu is the Director General of Shanghai Maritime Administration. Prior to this he was Director General of Donghai Rescue Bureau, a position he had held since 2012. He is also a founding board member of the International Maritime Rescue Federation Asia Pacific Regional Centre (IMRF APRC) based in Shanghai. Mr Lu's background is as an Administration Engineer, MA, with knowledge and experience in coordination, organization and management of maritime search and rescue. Since 2003 he has worked directly in the field of maritime search and rescue. From 2003 to 2004 Mr Lu was Party Secretary of Lian Yungang Maritime Safety Administration and from 2004 to 2007 he was Director General of Lian Yungang Maritime Safety Administration. Mr Lu was from 2007 to 2008 Party Secretary of Fujian Maritime Safety Administration. From 2009 to 2012 he was Director General of Fujian Maritime Safety Administration.

Mr Bruce REID

Chief Executive Officer

Bruce joined the IMRF as CEO in September 2012, relocating from New Zealand to the United Kingdom. He has spent the past 13 years heading Charities and Not for Profit Organisations. His most recent role was 4 years as CEO of Coastguard New Zealand where he was brought in from outside the SAR sector to implement a significant change program for the organisation. Having successfully completed the change, he assisted the Board to recruit and induct his replacement. During his time with Coastguard, Bruce was also part of Central Government strategic groups such as the Drowning Prevention Council, NZ Search and Rescue Consultative Committee and Pleasure Boat Safety Forum.
